The decision will be effective during the upcoming Eid ul Adha celebrations, which are scheduled to take place from June 29 to July 1.
Strict Guidelines and Permissions:
The Sindh Home Department has issued a notification outlining a comprehensive code of conduct for the collection of hides during Eid ul Adha. The foremost requirement is that individuals or organizations must obtain permission from the Commissioners or Deputy Commissioners before collecting hides. These permissions will be granted following policy guidelines and NACTA SOPs, ensuring a regulated and organized process.
Those who were previously granted permission for hide collection during Eid ul Adha in 2021 and 2022 will have their permits automatically extended for the current year, 2023. This provision recognizes the trustworthiness and credibility of organizations that have consistently followed the prescribed regulations and guidelines.
To prevent the involvement of banned organizations in hide collection activities under different names, the government has made it mandatory for Commissioners and Deputy Commissioners to ensure that only registered charities, madaris (religious schools), and philanthropic organizations are granted permission. This measure is aimed at promoting transparency and accountability while safeguarding against potential security risks.
In order to maintain public order and create a peaceful environment during Eid ul Adha, certain activities have been strictly prohibited. Setting up camps for the collection of hides is now banned, as is the use of banners to attract donations. Additionally, the use of flags and loudspeakers on vehicles and buildings for announcing hide-collection activities has been prohibited. These measures will contribute to reducing noise pollution and maintaining a respectful atmosphere during the festival.
The Sindh government has emphasized its zero-tolerance policy towards the forced collection of hides. Any attempt to collect hides by force will be strictly prohibited and not tolerated. This measure aims to protect the rights and well-being of individuals, ensuring that the spirit of sacrifice and giving is upheld without coercion.
Individuals or organizations permitted to collect and transport hides must carry their authorization and identification cards during these activities. These documents will serve as proof of legitimacy and aid in differentiating authorized collectors from unauthorized individuals.
To ensure compliance with the regulations, law enforcement agencies, under the direction of District Administrations, have been empowered to conduct spot checks. These checks will verify adherence to the guidelines and serve as a deterrent to potential violators. Additionally, the ban on carrying weapons, including licensed firearms, will be strictly enforced during this period, enhancing public safety and security.
