ADB approves $381mn financing for Punjab

MANILA: The Asian Development Bank (ADB) has approved three development initiatives amounting to $381 million, marking a significant investment aimed at strengthening agriculture, education, and healthcare services in Punjab. The announcement — confirming that ADB approves $381mn financing for Punjab — comes as part of ongoing efforts to uplift the province that contributes the largest share to Pakistan’s population and economic output.

In its official statement, ADB said the financing will support Punjab’s transition toward climate-resilient farming, expansion of STEM-focused secondary education, and comprehensive reform of nursing and health workforce systems.

ADB Country Director for Pakistan Emma Fan said the new financing package will help accelerate Punjab’s institutional and economic transformation. “Investing in education, health, and agricultural mechanization will play a transformative role in driving the growth of Punjab, a vital pillar of Pakistan’s economy,” she said. “These strategic investments will modernize agriculture, enhance human capital, and significantly improve livelihoods for millions of people across Punjab.”

Under the package, $120 million in concessional financing and a $4 million grant have been earmarked for the Punjab Climate-Resilient and Low-Carbon Agriculture Mechanization Project. The initiative aims to modernize farming by promoting disaster-resilient, low-carbon techniques and supporting large-scale mechanization. Around 220,000 rural farming households are expected to benefit from the effort, which will also help small farmers access modern machinery such as rice harvesters.

The program includes alternative livelihood training for agricultural workers and targeted skill-development for 15,000 women, enabling greater inclusion in mechanized farming sectors. ADB will introduce a new financing model for service providers to ensure machines become accessible to small-scale farmers across the province.

ADB has also allocated $107 million for the Responsive, Ready, and Resilient STEM Secondary Education in Punjab Program. Backed by a $7 million grant and a $100 million concessional loan, the initiative will be implemented by the Punjab School Education Department. It aims to upgrade secondary education infrastructure and expand access to STEM learning across urban and rural districts.

Meanwhile, a $150 million concessional loan has been approved for the Punjab Nursing and Health Workforce Reform Program. The initiative seeks to overhaul nursing education, enhance governance systems, and construct disaster-resilient training facilities to meet growing demand for skilled health professionals. The program will upgrade curricula, elevate faculty standards, and implement a digital human resource management information system to align workforce capacity with healthcare needs.

As part of the reforms, three dedicated centers of excellence will be established in Lahore, Multan, and Rawalpindi, equipped with advanced simulation labs, digital classrooms, and gender-responsive hostels. The effort aims to increase the number of qualified nurses — the majority of whom are women — and significantly strengthen healthcare delivery across Punjab.
